blender2.8では基本機能として日本語化が選択できます。
インターフェイスの日本語化手順：
メニュー欄のPreferences…>プレファレンスウィンドウのInterface>Translationにチェック＞languageのプルダウンメニューからJapanese(日本語)を選択ご下の欄のTooltipsとInterfaceをチェック
